In GIMP, if u go Image->Transform option, it has option for 90 and 180 only.
If you want to rotate image with certain angle, then goto Tools->TransformTools->Rotate then input angle you want, and you can mention axis of origin(By Default, it will take centre of image).
If width != Height, then obviously some of the rotated data will be lost, and some part of imge will not get rotated data. So, if you want to rotate entire image with out any problems, use square resolution images(width == height)
